International IP Index 2021 report which has been released by the U.S. Chamber of Commerce Global Innovation Policy Center (GIPC) obviously indicates that US, UK, European countries and Japan are the highest-ranking countries of the global intellectual property rankings in 2021.
Also, Turkey is improving its score (51,7%) like some other developing countries, Mexico, and UAE.
Despite the global pandemic status, intellectual property led to the development of technological and creative solutions within these difficult days of the world.
This report benchmarks the IP framework in 53 global economies.
According to overall scores, 28 countries achieved a score higher than 50%. As I mentioned, Turkey’s score within the overall rankings is 51,7%.
The lowest IP ranking country is Venezuela with the score of 14,1%, while the highest IP ranking country is US with the score of 95,31%.
Now let’s look at the results according to the IP categories.
Patents and related rights Index
According to the report, 21 countries of the rankings have achieved a score of 70% or more of the available score. 31 countries have achieved a score of over 50%.
Turkey’s score is 44.44% within the Patents and related rights Index of overall 53 countries.
Copyrights and related rights Index
32 of the 53 countries within the rankings failed to reach 50% of the total available score. US is the leading country in Copyrights and related rights Index, too.
Turkey achieves a score of 35.57% within the Copyrights index.
Trademarks and related rights Index
As a result of the COVID-19 pandemic and related lockdowns in many countries, e-commerce and online shopping increased rapidly. This has also caused the increasing trade of counterfeit goods. So that many countries are trying to combat the sale of counterfeit goods online, by implementing or improving their trademark related IP rights.
According to trademarks index of the report, US and UK is the highest-ranking countries with 100% scores, while Venezuela is the lowest with a score of 37.50%.
Turkey is achieving a score of 62.50% in trademarks and related rights Index.
Design and related rights Index
The average score of the countries design rights’ index is 64.95%.
Turkey’s score in design rights’ index (87.50%) is far better than its score in other categories.
Law Enforcement related to IP rights Index
IP theft is a big challenge for IP rights holders and therefore many countries are trying to overcome this problem by taking legal measures against IP theft and the trading of counterfeit goods.
According to the report, 21 countries (39.62%) achieve a score of 50% or more on this category, and only 10 economies achieve a score of 75% or more.
One of the most efficient ways to prevent IP theft and trading of counterfeit goods is the recording of IP rights at customs in many countries.
However, it is mentioned in the report that only 16 of the 53 economies are regularly publishing data on customs actions taken against suspected counterfeit goods.
Turkey’s score in law enforcement related to IP rights is 39.21%.

Conclusion
This report shows us the status and rankings of IP systems in many countries and points out the importance of IP rights protection as globally.
Also we see that Turkey is improving its IP rights protection system steadily.
